Taiwan is facing fresh uncertainty over its energy future after a referendum to restart one of its nuclear plants failed to pass. The vote has once again highlighted the island’s deep divisions over nuclear power. And raised questions about how it will meet its growing energy needs. Especially with its vital semiconductor industry demanding more electricity than ever before. The focus of referendum was on the Maanshan nuclear plant, which faced closure earlier this year. In a surprising outcome, about 74% of those who cast ballots supported bringing the plant back into operation.
The result marked a clear shift in public sentiment compared to 2021, when voters rejected a proposal to revive the Longmen nuclear plant. But despite strong support, the referendum could not move forward. Under Taiwan’s rules, at least 25%
of eligible voters must take part in order for a referendum to be binding. This time, turnout fell short, effectively blocking the plan. The result has left Taiwan’s government under pressure. On one hand, it avoids being forced into a nuclear restart, which some officials view as risky. On the other hand, the failure means the island still lacks a clear plan to meet rising energy demands. Many analysts believe this could put Taiwan in a
difficult position in the years ahead.
Taiwan relies heavily on imported energy, including coal and liquefied natural gas. These sources are vulnerable to supply disruptions and rising global prices. Supporters of nuclear energy argue that it offers a steady,
low-carbon alternative that could help reduce dependence on imports. Opponents, however, warn of safety risks especially since Taiwan is prone to earthquakes and of the long-term problem of nuclear waste.
The issue becomes even more urgent when looking at Taiwan’s semiconductor industry. Companies such as TSMC are global leaders in producing advanced computer chips, but their factories require massive amounts of reliable power. Any instability in energy supply could hurt not only Taiwan’s economy but also the wider global electronics market that depends on its chips. There are two main parts of debate now. One side believes nuclear power should be part of the solution, at least as a bridge until renewable energy can expand further. The other side argues that Taiwan should focus fully on renewables such as wind and solar, paired with better energy storage, to secure a safer and more sustainable future.
For the government, this is a difficult balancing act. It must keep electricity reliable and affordable,
protect the environment, and respond to the divided views of the public. The failed Maanshan referendum shows that Taiwan urgently needs a long-term energy strategy that can handle these competing demands. What happens next will be closely watched. As the world’s demand for semiconductors continues to grow, Taiwan’s energy decisions will not only shape its own future but also carry global consequences.
