Introduction
According to the World Bank and UNDP, in mid-2022 Pakistan faced catastrophic floods due to heavy monsoon rains and melting glaciers. The floods submerged one-third of the country, and over 33 million people were affected. Due to the floods, hundreds of people lost their lives and millions were displaced. Pakistan also faced serious damage to its infrastructure—approximately $30 billion. The crisis exposed the climate vulnerability of Pakistan, although the emissions contributed by Pakistan are less than one percent. This also exposed how weak the early warning system of Pakistan is and the vulnerability of infrastructure and urban planning (UNDP, 2022; World Bank, 2022).
This highlighted the urgent need for advanced digital tools and international collaboration in this field and also showed the importance of AI and climate diplomacy. UNOSAT (United Nations Satellite Centre) and Pakistan used AI tools like satellite imagery and machine learning to get real-time flood mapping and to identify high-risk zones. Pakistan also used modern diplomacy tactics by portraying the flood as a case in international forums for getting funding for the damages, getting technology to take important measures, and to get climate justice.
Flood mapping was used by NASA and UNOSAT for guiding humanitarian response. Flood mapping refers to the use of satellite data and imagery to get real-time flood information. On the other hand, climate adaptation techniques were also deployed by the country. Climate adaptation refers to adjusting systems in response to climate patterns to minimize the harm caused by disasters.
Background of the 2022 Flood Crisis
According to the World Bank and ADB, the main cause of the catastrophic flood of 2022 was monsoon rains that were three times above the average that year. It caused devastation at great levels. One-third of the country was submerged in floodwaters, and it impacted 33 million people. The major provinces affected were Sindh, Balochistan, and South Punjab. Almost 2 million homes were destroyed, leading to 1,700 casualties.
The disaster destroyed crops at a very large level—around 4.4 million acres of crops were destroyed—and Pakistan, as a nation based mostly on agriculture, suffered a lot. Education was also disrupted in affected areas, and the infrastructure of many schools was destroyed. Due to the contaminated floodwaters, many diseases broke out, leading to a health emergency. National Response System
Government declared national emergency due to overwhelmed national response system. The National Disaster Management Authority, along with the military and NGOs, coordinated the distribution of aid and provided relief and evacuation services. But the available resources were not enough to meet the needs of the devastated regions. In this condition, the international community stepped in, and Pakistan got widespread international support. The United Nations launched an emergency appeal of $816 million, and other organizations—namely the World Bank, the European Union, and ADB—jointly contributed in post-disaster needs funding. Pakistan also got $10 billion for recovery and reconstruction in the Conference on Climate-Resilient Pakistan in Geneva. Due to the floods, Pakistan spoke on behalf of all vulnerable nations at COP27, leading to the establishment of the historic loss and damage fund, which was a great step toward global climate justice (UNFCCC, 2022; Government of Pakistan).
The crisis had also exposed the weakness of the disaster management system in Pakistan. The delayed forecasts, inaccurate damage assessment, and inefficient resources highlighted the urgent need for Pakistan to develop tech-driven innovations. The global organizations like UNOSAT and NASA used AI-powered flood mapping systems and satellite imagery to get real-time flood monitoring.
The Role of AI in Flood Mapping
During the flood of 2022, AI played a very crucial role in responding, monitoring, and management of disasters. A large area of the country was submerged, so the traditional methods of data collection were inefficient. Instead, AI-powered tools offered accurate and rapid access to real-time data, which enhanced the situation. The use of several AI-advanced technologies, like machine learning systems, geospatial information systems, and the remote sensing platforms tracked water levels and rainfall patterns.
Several national and international organizations also played their roles, like SUPARCO (Pakistan Space and Upper Atmosphere Research Commission), which played its role in satellite monitoring. It developed flood maps and also used remote sensing data combined with AI to provide daily and weekly flood updates. UNDP (United Nations Development Programme) collaborated with Pakistani authorities to enhance climate resilience; they also used digital tools for early warning systems. NASA helped by providing access to global satellite data.
These organizations, with the help of AI tools, performed several functions. The use of trained AI models on past rainfall and patterns to predict the flood zones are helpful. With the help of SUPARCO and UNDP, early warning messages were issued, and the communities were informed through mobile alerts. AI and GIS tools helped in risk assessment and then also helped in taking proper measures accordingly to reduce the damage to infrastructure and other resources. They also provided real-time imagery of the flood zones, which helped in monitoring changing water levels. Pakistan’s Climate Diplomacy After Floods 2022
Pakistan turned the national disaster into a powerful diplomatic tactic to highlight global climate justice. By presenting real-time data, AI-generated flood mappings, and satellite visuals, Pakistan provided a compelling narrative at international forums like COP27. The use of technology enhanced Pakistan’s ability, which made Pakistan lead in negotiations in the Global South and to the establishment of the COP27 loss and damage fund. Pakistan’s way of handling the climate talks created examples for other countries. This shows how a country can turn its disaster into a global case for climate diplomacy, especially with the help of evidence made by AI tools. Pakistan showed how countries in the Global South can speak up in front of others and ask for justice with full confidence (UNFCCC, 2022).
Challenges
Despite all the progress made after the 2022 floods, Pakistan still faces numerous challenges in integrating AI and digital tools in its climate-responding systems. Pakistan still has weak digital infrastructure in rural and flood-affected areas. Many areas lack internet facility and satellite access, which are very important for real-time climate monitoring. The climate data is limited, and the AI expertise has gaps, which makes it hard to build accurate prediction models. Pakistan also needs to invest in AI systems and to develop tech labs, and experts also need to be trained so they can analyze and manage data efficiently. There is a need to make reforms in the national disaster management plans. Moreover, using AI also raises ethical concerns. Because most of the data is controlled by foreign agencies, making Pakistan dependent on them for data. And in this process the under-developed or remote areas may get left out because of the unavailability of digital tools.
Despite all these challenges, there is a huge potential for Pakistan to grow by using AI in early warning systems, infrastructure planning, and disaster recovery. With the correct support, Pakistan can make itself capable enough to prepare for future disasters. However, the long-term success depends on international cooperation also. Pakistan must work closely with global partners and technology donors to gain access to tools, knowledge, and funding. Moreover, Pakistan formally includes AI as a core part of climate governance.

The floods of 2022 were a devastating disaster for Pakistan, but they also marked a moment when Pakistan used this as an approach for international climate diplomacy. This also shows how AI tools can be helpful in early warning systems, disaster monitoring, and risk assessment. It also proved how technology is not optional but essential for climate adaptation. Moreover, the key to building a climate-resilient Pakistan lies in the integration of technology. This will require investment in digital tools, building capacity, and international cooperation.
To protect the nation from future climate disasters, Pakistan needs to invest in technology, train its experts, and make climate data available to everyone. Pakistan also needs to work with other countries to gain knowledge, training, and support. If we act together and use fair policies and smart technology, we can prepare ourselves for upcoming disasters.
