In the age of AI, the most controversial question is what will be the future of warfare? As AI is setting forth waves of unprecedented technological innovation in all facets of life, we can be sure that warfare is no exception. AI in warfare creates a multiplier effect for already existing technology and weapon systems. It enhances the surveillance capabilities, precision targeting and reconnaissance of military weapons. But simultaneously it also increases the risks of unpredictability in performance and ethical dilemmas surrounding these machines. One prominent example is the development and use of Lethal Autonomous Weapon Systems (LAWS ). These machines are capable of independently locating and identifying targets based on their algorithm, they can operate without any human oversight and in some cases also adapt and learn self-preservation tactics. The use of these weapons can lead to mass casualties, escalation of conflict and an arms race between states; it also raises ethical concerns regarding the use of Militaristic Artificial Intelligence.

When these weapon systems gain autonomy, they enhance the risk of collateral damage and raise concerns about the ethics of such technology. Because to them a human being is nothing more than information and patterns of data, thus weapons like killer robots cannot go against their programming to make complex decisions in times of war. This phenomenon is also termed as Digital Dehumanization. Because data sets also contain biases by the one who manufactures them, to them human beings are just different categories of data and they engage accordingly compromising civilian protection in war. Thus, this autonomy in lethal decision making capabilities and the power of deciding in a matter of seconds who lives and who dies is shifted from humans to machines. While admittedly they are much better at precision targeting than human beings, we cannot sideline our aversion to them because despite being efficient they have a risk of being hacked For example, the catastrophe of the Iran Air Flight 655, by the AI combat system called Aegis, highlights the fact that even with human oversight and manually authorizing an attack will not deem appropriate results and avoid damage. Hence, sometimes putting a human in the loop is not enough to divert a major disaster. As it happened in this case where only a major misidentification and “categorization” of a civilian airbus as hostile led to the failure in the command and communication allowing the missile to hit a civilian plane carrying 290 passengers. When states are primarily focused militarized notions of security, which is to be achieved in this era through incorporation of AI, it also poses new threats to the values of the Just War theory. The capabilities of LAWS and the principles the just war theory posits are completely opposite to each other. It demands the differentiating between civilians in danger zones, proportionality of weapon systems and abiding consistent human oversight in the use of autonomous weapon systems. The exact opposite of this is happening in Gaza. The problem is that these things happen within political systemic structure, but they have a certain disregard for foreign civilian interests which allows them to systematically Dehumanise people and their value of life through these weapon systems. Succinctly, when such weapon systems are handed to the military of an unscrupulous and morally corrupt state, it automates the killing of millions of people, which are just catalogued as statistics in a file and it also allows the conscience of those responsible to evade accountability. This will not only create a void of accountability in times of conflict for the international law, but it also allows extremist entities to commit mass genocide. When rouge entities have the knowledge of the fact that it will be exceedingly difficult to persecute them for the use of autonomous weapons in such illegal ways. As these weapons are evolving at a faster pace than the rules for regulating them are set forth. The accountability regarding the ethics of these autonomous weapon lies grounded. States in the international arena talk about formulating laws to regulate the use of AI in warfare, but so far they are not doing anything constructive to set parameters regarding these AI systems on a global scale. The future of warfare ethics hangs in the balance as states are collaborating to enhance their military capabilities using AI rapidly, but they are not working to set up global abiding laws regarding the use of those weapons. If we continue at this pace, AGI which is so far just a theoretical level of AI combat systems may as well be achieved without having any preventive and restrictive measures in place. If we cannot achieve perfect policy regulation and outcomes, it is essential that we strive to work towards at least progressive policy outlooks and limit the classes of these weapon systems.
